To be proactive in managing an organizations OH&S management system it is best to assess leading indicators which uncover weaknesses before they result in incidents. Identifying leading indicators requires the measurement of processes (leadership and worker involvement, hazards reviews, emergency response plan and drills, near-miss reporting and analysis, employee attitudes and perceptions, quality and quantity of employee safety suggestions, scope of the training plan and compliance with engineering and government standards and guidelines etc), rather than outcomes (such as incident and accident rates).
